What is the difference between "Optimization opportunities" and "High Impact opportunities"?

In the Pages application, optimization opportunities are suggested changes to the content or formatting of a web page that would be likely to help improve a page’s search engine ranking.

A High impact opportunity is an optimization opportunity in an element of a web page that is especially important to search engines and may seriously affect a page's search rankings. A page title that does not contain your target keywords is an example of a high impact opportunity.
